My goggle wave account doesnt have the puzzle icon on the pull down tab and i dont have an option to turn on the install add-on. Am i doing something wrong.

actually it is possible, but the creator has to make a manifest file and publish that instead of the gadget XML file. http://code.google.com/apis/wave/extensions/installers/index.html#ExtensionManifests

its why its still a beta and it’s an invite only. Make your feed backs, you know google listens. I have faith!!!
