I think you should also have a look at @justinvincent’s TweetMiner (www.tweetminer.com), it has the most comprehensive set of delaying options (especially the ability to schedule tweets evenly in time).

Thanks for this cool list. I use Socialoumph and Twuffer. Socialoumpph is a very good free tool with excellent reactivity and you can do many tasks within the free tool. Twuffer is also fine but just to schedule tweets. Anyway, will go and check some of your suggestions. Thanks for your work.

A list but it needed more for me. What I needed extra was which operating system they all worked on. You did say one was on all platforms as it was Java based.
As a Linux user I am assuming you are like most Windows users and think there is no other operating system outside of that. (Though you might have heard of a Mac??)
I will have a look to see if I can use any of them.
