Unlike GPT-2, which faced impediments initially but was later made available to the public, OpenAI is limiting access to its new model and only offering it to experimenters via API (application programming interface) access. Apparently, this is to prevent the misuse of the model in spreading disinformation and fake news, among other questionable use-cases. As by taking the API approach, the control now lays in the hands of the authorizing body that gets to decide who can experiment with GPT-3 and for what purpose. And, it is only after these requests are approved that the experimenters get to use the model for their application.
